Appalachian Family Housing

Appalachian Homeless Family Housing assists families with children in the transition from homelessness, enabling them to live as independently as possible through the provision of supportive housing.

How the program works
Appalachian Homeless Family Housing can accommodate up to ten (10) families, providing housing in apartments and single-family homes scattered throughout eight counties in upper East Tennessee. Through lease agreements supported by the program, families are able to live on their own and learn to maintain a home. The program provides rent assistance to each of the ten families. The goal of this program is to facilitate the movement of the families to Increase income that will allow them to stay in permanent housing. Attend weekly meeting with caseworker- bi-weekly meeting in the home, bi-weekly meeting in office.

Self-Sufficiency
In order to foster the families in their ability to budget future housing costs, 30 percent of the families’ monthly income is to be applied to OLD debt or put into saving for their future housing costs.

This program is funded through U.S. Department of Housing and Urban Development ( HUD ).

Families must meet ALL of the following to qualify for this program.

1) HUD Criteria for Defining homeless - families with children. A family is defined as anyone who has legal custody of a child (e.g. mothers, fathers, grandparents, etc.) Individuals are considered homeless if they are living in places not meant for human habitation (cars, parks, abandoned buildings, etc.), in emergency shelter, eviction notice and will be living on the street without assistance, Fleeing DV .

2) HUD Defining Disability - One member in each household is required to have a Documented Disabling factor. The term "physical or mental impairment" includes, but is not limited to, such diseases and conditions as orthopedic, visual, speech and hearing impairments, cerebral palsy, autism, epilepsy, muscular dystrophy, multiple sclerosis, cancer, heart disease, diabetes, Human Immunodeficiency Virus infection, mental retardation, emotional illness, drug addiction (Other than addiction caused by current, illegal use of a controlled substance) and alcoholism.

3) Children - Social Security cards, Birth certificates, Documentation of custody.

4) Background Check - all family members 18 years and older must pass. ( No felonies, sexual or abusive acts allowed )

Upon APPROVAL the program will pay all deposits for rent and utilities.

Program Needs :

We continue to struggles with Transportation for families in rural areas and families within City – Due to no Transit for night shift employment.

* Still in need of cars, for family in our program.
* Personal Hygiene Items – for both men and women
* Toiletries and cleaning supplies
* School supplies
* food and school snack’s
* Utility Assistance (during job search )
* Funding for emergency Daycare Assistance (gap in pay period – medical – court appointments )
* Funding to help with Adult medical and dental care

History of Appalachian Family Housing
The Supportive Permanent Housing Program was established in 2004. The grant is written to accommodate ten scattered sites with in thirteen counties of Upper East TN area, some being apartments and some single family homes. The ten are broken up into four two bedroom units, four three bedroom units, and two four bedroom units. Serving homeless families with children. The program has one full time case coordinator, that provides guidance regarding the process of obtaining appropriate, affordable housing. Weekly meetings with the case coordinator consist of the families’ completion of monthly and weekly goals that include employment, health, transportation, and budget, debts, legal, educational, family, and insurance. Length of stay is unlimited based on family need and compliance, currently averaging one to four years.
The program has exceeded the HUD goal to serve 10 families, averaging 12 families pre year.

To date the program has served Eighty Nine (89) Families of those:
• Seventy Three (73) Families archived their goals and completed our program remain in stable housing. Two Hundred Ninety Six ( 296) Individuals.
• Four (4) Families was dismissed for noncompliance.

Current Metrics
12 units are occupied. Of the 14 adults that are currently in our program 8 are working, 4 have disability income. 1 searching for employment, 1 filled for disability.

60 % Caucasian, 30 % African American, 10 % Hispanic / Latino
Language groups: clients in past year – 90% English speaking; 10% Spanish speaking:
Staff participated in diversity training, Interpreters are available.
